What licensing is required for Microsoft 365 Copilot in GCC?

Microsoft 365 Copilot in GCC requires a qualifying Microsoft 365 base license (E3 or E5 for enterprise, equivalent government SKUs) plus the Copilot for Microsoft 365 add-on license. Government SKU names differ from commercial; we confirm the correct SKU mapping for your specific GCC tenant configuration during the readiness assessment.

Can Copilot be enabled without a data governance review?

Technically yes; we recommend against it. Copilot surfaces content from across your tenant to users with SharePoint access. If SharePoint permissions are over-permissive, sensitivity labels are missing or inconsistent, or DLP policies are not in place, Copilot will return content that users should not have access to in a normal workflow. The governance configuration phase exists to prevent this before users are enabled.

What is the difference between M365 Copilot and Copilot Studio?

Microsoft 365 Copilot is the AI assistant integrated into Word, Excel, Teams, Outlook, and other M365 apps; it is a user-facing productivity tool. Copilot Studio is a development platform for building custom AI agents that perform specific actions, route requests between tools, and operate in Teams or other surfaces. Many agencies enable M365 Copilot for general productivity and then build targeted Copilot Studio agents for workflows requiring higher accuracy or automation.

How long does a Copilot consulting engagement take?

A Tenant Readiness Assessment takes 2 weeks. A full four-phase engagement from readiness through adoption typically runs 6-10 weeks depending on tenant size and issues identified in Phase 1. Engagements are modular; a small agency with a clean tenant can go from assessment to enabled in 3-4 weeks. We scope to your specific situation after the initial assessment.

Is this available for GCC-High tenants?

Yes. GCC-High engagements include a specific feature availability verification step before Phase 2 begins, because GCC-High has different licensing requirements and may lack certain Copilot features or connectors available in GCC. We do not assume commercial or GCC documentation applies to GCC-High without validation.
