Short answer
Yes. Microsoft Copilot is available in GCC High as an add-on to government plans such as Microsoft 365 G3 and G5. It runs inside the GCC High boundary, but some features available in GCC, including Copilot in Teams and SharePoint agents, are not yet available in GCC High.
What works in GCC High
Licensed users get Copilot Chat grounded in their work data, Copilot in Word, Excel, PowerPoint, and Outlook, Copilot Search, and the prompt gallery. Copilot connectors that sync data into Microsoft Graph are supported, though external connections are not enabled by default.
What is not available yet
As of October 2026, these are listed by Microsoft as not currently available in GCC High:
- Copilot in Teams chats, channels, and meetings
- Copilot in SharePoint and SharePoint agents
- Edit with Copilot in Word, Excel, PowerPoint, and OneNote
- Scheduled prompts
- Insider Risk Management in Microsoft Purview
- Anthropic Claude models
Agents in GCC High
Microsoft Copilot in GCC High currently supports declarative agents created with Agent Builder or published through admin controls. Copilot Studio is available for building agents, with a smaller connector catalog than commercial. We confirm what your tenant supports before designing anything.
Planning a rollout
Plan against what is live in GCC High today, not commercial announcements. Train people on the features they have, and keep a short list of the features you are waiting for so you can add them to training when they arrive. Governance work, such as SharePoint permissions and sensitivity labels, matters as much here as anywhere.
Based on Microsoft's published documentation as of October 2026. Microsoft changes names, features, and billing often; confirm details in your own tenant.
