Most engagements with Puget Sound AI can be completed without a full competitive acquisition. Here are the most common award paths contracting officers use:
Micro-Purchase UP TO $10,000
Training workshops and single-workflow automations frequently fall within the federal micro-purchase threshold under FAR 13.201. No competition required. Payment by purchase card or simplified invoice. Most individual training workshops ($2,500–$8,500) qualify directly.
Simplified Acquisition FAR PART 13 / SAP
Engagements between $10K and $250K are eligible for Simplified Acquisition Procedures (SAP) under FAR Part 13. Reduced documentation requirements. Fixed-price contracts are straightforward to structure under SAP. AI Readiness Assessments (starting at $12,000) and targeted Jumpstart engagements often fit here.
Sole-Source Justification FAR 6.302
Sole-source awards are justifiable where a combination of specialized GCC AI expertise, VOSB status, and production past performance in the specific environment creates a unique capability. We can provide a capability narrative to support your J&A documentation on request.
VOSB Set-Aside VETCERT IN PROGRESS
Once SBA VetCert is finalized, full VOSB set-aside awards will be available under VAAR. Current status: VOSB self-certified, VetCert application in progress with SBA. Available now as a VOSB subcontractor under any prime’s contract vehicle. Notify us of your timeline and we can advise on the fastest path to award.
Washington State and Local Government
Washington state agencies, counties, cities, courts, school districts, and tribes can engage Puget Sound AI directly through state procurement pathways, without a full competitive solicitation in most cases.
Direct Buy Level 1 UP TO $40,000
Any vendor, no competition required. Training workshops ($2,500–$8,500) and the GCC AI Governance and Readiness Assessment ($35,000 fixed) both qualify at Level 1 without invoking any vendor-preference criteria. The simplest path to a sole-source award.
Direct Buy Level 2 UP TO $50,000
Sole-source, no competition, available only to Washington small businesses and certified veteran-owned businesses (RCW 39.26.010, RCW 43.60A.010). Puget Sound AI qualifies on both grounds. A single-workflow GCC AI deployment (from $20,000) and the Governance Assessment ($35,000) both fit this ceiling. Per DES Policy POL-DES-125-03; per transaction, no amendments to expand scope.
Direct Buy Level 3 $50,001–$100,000
Agency solicits quotes from at least three Washington small businesses or certified veteran-owned businesses. DES instructs purchasers to include at least one veteran-owned vendor. GCC AI Jumpstart engagements ($40,000–$60,000) often fall into this tier for the full 2–3 workflow scope.
IT Professional Services STATEWIDE CONTRACT
Washington’s statewide ITPS contracts are used by more than 1,800 purchasers including state agencies, counties, cities, K–12, higher education, tribes, and certain nonprofits. Purchasers request quotes directly from awarded vendors. DES instructs that at least one quote come from a veteran-owned or Washington small business vendor. Puget Sound AI is pursuing ITPS registration; inquire for current status and anticipated award timing.
Insurance
Coverage placed prior to agreement. Certificates provided to contracting officers and prime contractors upon policy placement.
