Short answer
Use Copilot Studio when people need to ask questions or make requests in plain language and get an answer or action back. Use Power Automate when work should run on its own after a trigger, such as a form submission or a new file. Many solutions use both: an agent in Copilot Studio calls a flow as a tool.
Side by side
| Copilot Studio | Power Automate | |
|---|---|---|
| What it builds | Agents that hold a conversation, answer from chosen knowledge, and act through tools | Workflows that move data and trigger actions across systems |
| How it starts | A person asks a question or makes a request | A trigger: a schedule, a new form response, a file, an email, or a button |
| Best for | Policy and procedure questions, IT and HR requests, guided intake | Approvals, routing, notifications, record updates, scheduled reports |
| Billing | Copilot Credits. Licensed Microsoft Copilot users get many agent answers inside Microsoft 365 apps without credit charges. | Standard connectors included in most Microsoft 365 plans. Premium connectors need a premium license. |

When Copilot Studio is the right tool
Choose an agent when the request varies from person to person and needs judgment about which source or action applies. A staff policy agent, an IT help agent, or a guided intake that asks follow-up questions are all good fits.
When Power Automate is the right tool
Choose a flow when the steps are the same every time. An approval chain, moving a form response into a SharePoint list, or a weekly report emailed to managers does not need a conversation. A flow is cheaper to run and easier to audit.
Using them together
The strongest builds combine the two. The agent handles the conversation and decides what the person needs. A flow does the work: creates the ticket, files the request, or updates the record. Agent flows are built in Copilot Studio for agents to call as tools, and their runs consume Copilot Credits.
In government clouds
Both run in GCC and GCC High, with smaller connector catalogs than commercial. GCC High also limits some agent types and channels, so confirm what your tenant supports before you design.
